Low Income Home Energy Assistance Program (LIHEAP)



The Low Income Home Energy Assistance Program (LIHEAP) is a federally  funded program provided through a grant from the Alabama  Department  of Economic and Community Affairs (ADECA) that assists eligible low-income households with their heating and cooling energy costs.

These programs are especially vital during the cold months of winter and during the hot summer months when the process of heating and cooling can place a huge strain on the family budget. 

LIHEAP Regular Assistance Program
Provides payment of a fixed-benefit based upon household monthly income and size.  Income guidelines are revised annually. LIHEAP benefits are paid directly to the utility companies.  Qualified households can receive assistance once per program. 

*LIHEAP Crisis Assistance Program
Provides assistance to low-income households to avoid disconnection, or to restore service following disconnection. State policy determines the maximum amount of assistance available per household. Benefits are paid directly to the utility companies.  Qualified households can receive  assistance once per program. 

**Documentation provided by a physician and a copy of the disconnection notice are required.                              

NOTE:  LIHEAP assistance is provided based on funding availability and is not guaranteed.


Who Can Apply for Assistance:
The head of the household; or the spouse of the head of the household.

Information Needed to Apply for Assistance:
A current utility bill (the bill must be in the name of the head of the household or the spouse of the head of the household); current picture identification for the applicant; Social Security card(s) for all members living in the household; and income verification (for the previous month) for all members of the household, who are 18 years of age or older.

Community Service Block Grant (CSBG) Program

Mobile Community Action's Community Service Block Grant (CSBG) Program is a federally funded program, whose primary focus is to help individuals and/or families achieve self-sufficiency. CSBG is the core funding for all Community Action Agencies.  CSBG is guided by six (6) national goals with corresponding direct measures.  Resulted Oriented Management for Accountability (ROMA) is a component of CSBG to more accurately determine the outcome-based results.

Population ServedIndividuals or families whose household income is or below 125% of the Federal Poverty Level.

Services ProvidedCSBG is a supplemental funding for programs and services, which serve low-income individuals and/or families to fill gaps in community services. Provided funding is available, we can assist with the payment of mortgage or rent; and/or emergency utility assistance.

Goals: To solve problems which block the achievement of self-sufficiency for low-income persons.

The General Education Diploma Program (GED)


Education is the Key!
A GED is a great opportunity to improve your future by stepping into a higher level of education. MCA's General Education Diploma Program (GED) is designed to assist people, who are income eligible, attain skills and knowledge to acheive self-sufficiency and prepare them for today's competitive job market.

Students are able to attend GED preparation classes, as long as need to ensure that they are prepared to successfully take and pass the GED  exam.

Classes are offered Monday through Thursday, from 8:00 a. m. to 12:00 p. m. at:
